Permit submission self-check from the statutory document lists

Choose the country and the procedure, answer a few questions about the building, and mark each document and each item it must show as ready, missing, not applicable or to check. The list comes from the original legal tables, with article numbers and the date they were read.

What the tool does

A permit submission is returned when a drawing or an item on it is missing. The rules list both: in Korea the enforcement rules of the Building Act name the documents for a permit, a report, a change and the start of construction, and table 2 says what each drawing must show; in Japan article 1-3 of the enforcement regulations does the same in five tables. The tool turns these lists into a checklist you can mark, keep and print.

How to use it

  1. Choose the country and the procedure.
  2. Answer the questions: a prior decision, standard design drawings, structural safety check, energy saving plan, fire consent. A "no" marks the documents that depend on it as not applicable. The original criteria are shown under each question.
  3. Optionally attach a project file of the site and massing check: its building area, floor area, height and floors go into the notes of the building plan and suggest the answers for the structural check, the energy plan and the fire consent. Attach a schedules project to list the fire-rated doors next to the floor plan item about fire doors.
  4. Mark each item: ready, missing, not applicable or to check, and add a note.
  5. Export the PDF: the missing items come first, then every document with its items, status, note and legal basis.

Where the lists come from

Every line was read from the original text and keeps its article number. Korea: Enforcement Rules of the Building Act, Ordinance of the Ministry of Land, Infrastructure and Transport No. 1567, in force from 2026-02-27, with table 2 (revised 2021-06-25) and table 4-2 (revised 2021-08-27). Japan: Enforcement Regulations of the Building Standards Act as in force from 2026-10-01. Seattle: checklists revised 2025-06. All were read on 2026-10-19. When the date the rules were read is more than a year old, the tool says so.

The legal text is shown in the language of the law. The Korean fire equipment drawing still names the former act on fire installations; the current basis is the Act on Installation and Management of Fire Protection Systems, article 6, and its decree, article 7, which the tool shows as the criterion.

Limits

This is a self-check before submission, not legal advice and not a review of the design. Authorities can ask for other documents, local ordinances add their own, and the documents required by other permits that the building permit replaces are listed only as one line. Barrier-free facilities follow a separate act whose table of buildings is not included. Japanese building equipment tables (paragraph 4) and the start-of-construction notice are not included.
